Windsor-area high-risk offender granted bail as he faces new sex-related charges

WINDSOR, N.S. – A Hants County man, who was deemed by Corrections Services Canada to be a high-risk to reoffend when he was released from prison in 2018, has been granted bail following new sex-related offences. 

On Jan. 29 in Windsor provincial court, Eddie Matthew Henshaw, of Three Mile Plains, was granted bail with strict conditions while he awaits trial.  

Henshaw will remain under house arrest while his latest charges, which include voyeurism and sexual assault, proceed through the court system.

His conditions include keeping the peace and being of good behaviour, attending court whenever needed, residing at his surety’s address and to remain there except for medical appointments, court dates, or when he is accompanied by his surety, remaining in Nova Scotia, having no contact with the alleged victims, abstaining from alcohol and drugs, reporting to the RCMP regularly during his recognizance, and receiving no visitors other than the people who live at the surety’s address.

Henshaw’s mother agreed to be his surety and could potentially face a penalty of $50,000 if any of the conditions are broken.

The Crown was opposed to Henshaw’s release, but Judge Ronda Van der Hoek granted the bail with strict conditions in place.

A publication ban is in place regarding the details of the bail hearing until the matter is concluded.

The Windsor District RCMP responded to a complaint of sexual assault that was reported on Jan. 24.

Following an investigation, the accused was charged with voyeurism, sexual assault, and breach of recognizance in relation to two incidents that allegedly occurred on Jan. 21 and 23.

Henshaw was arrested Jan. 24 and was held in custody.

Henshaw, who was described as a high-risk offender by police and Corrections Services Canada, was released from prison on May 22, 2018, after serving a sentence of three years in a federal penitentiary for sex crimes.

Henshaw has a long record of previous crimes dating back to 1993, many of which were of a sexual nature. 

A publication ban is in place to protect the identity of the alleged victims.

Henshaw is due back in court on Feb. 19.

In a press release issued Jan. 29, the RCMP warned that any form of vigilante activity or other unreasonable conduct would not be tolerated.

The investigation is ongoing.
